In late 2020 and continuing into 2021, MES was subcontracted by MSTS to perform mining and ground support of 4 underground tunnel segments in the P-Tunnel complex within Area 12 using mechanical excavation methods. Administrative work for the project involves development of pre-construction submittals, including input to Work Package development, preparation of Site-Specific Environmental, Safety and Health Plan (SSEHSP), Quality Assurance Plan, baseline critical path schedules and updates, daily reporting and numerous other aspects of functioning within the site systems. Construction work includes the mechanical excavation of underground tunnels, maintaining accurate tunnel alignment, and installation of rockbolts and mesh for ground support, precision mining of confinement keyway features, and the ancillary work of installing temporary utilities to support its own construction, surveying, rockbolt pull testing for QA, submittal of tunnel as-built drawings, and many other aspects.
MES had no safety incidents or accidents and no environmental or security infractions or contractual disputes or other problems. MES has developed a working relationship with the relevant labor unions that are essential for underground project work at NNSS, and was able to successfully negotiate arrangements with the Operating Engineers Local 12 and Laborer’s Local 872 to bring in experienced mining personnel in conjunction with local hires.
This project demonstrates MES’ ability to:
- Work within the complex administrative requirements at NNSS
- Establish a functional working relationship with MSTS and Labor Unions
- Accurately mine tunnels in the P-tunnel complex using roadheaders and other mechanical excavation methods
